Huili County Institute for Rehabilitation
Year of Establishment: 1959 as Home for PALs
Population: 44
Ethnicity: Yi and Han
People Affected by Leprosy: 39 (6 with visible disabilities)

Geography: Geographically, the institute is located in Xinjiu Township, Hongge Town in Yanbian County of Panzhihua Municipality; and it is under the administration of Liangshan Prefecture which is located 1100M above sea level with sub-tropical climate.

Economy: Their income mostly rely on the sudsidies from local Government of RMB190 to RMB265 per month. PALs also farm on very limited land, and part of the land has been used by mining companies so that RMB60 per PAL per month is offered by the companies as compensation.

Infrastructure: The Government rebuilt the institute with a row of brick houses and a 2-storey activity centre for PALs was built in 2010. The home is 5 miles away from Hongge Town with a muddy path with mine factories along which makes the traffic difficult and dangerous, especially on rainy days; there is magnificent expressway directly from Hongge Town to Xichang City. There is sufficient electricity and water supply in the first section, whereas inadequate for the second.

Education:  There is no school in the institute, children has to go to schools in Hongge Town or Xinjiu Township. Grants and bursaries are offered by the project.
